When I defeated Vile Four I went to city and found another weird text. It said "I'am the celestial gardener, policing the planet of the stink weeds and poisons which leak out even through the cracks in the cold asphalt sidewalks of the City of Sin!". I noticed Dark Reaper was just part this creepy crap, just like scarecrow. After the duel with Death I took the fourth magical hat and went on my way.
